2007-08-04申告書の用紙の無駄
さて、だいぶ間隔があいてしまいました。
税務行政の無駄について、触れてみたいと思います。
一般的に「会社」の場合、通常年１回、いくら稼いだか税務署、都道府県、市区町村に申出（いわゆる「確定申告」）します。
この場合、「確定申告」は、電子申告でなければ、申告書用紙が送られてきます。いらなくても送られてきます。
さて、都道府県や市区町村の用紙が問題です。どのように課税するかは「地方税法」という条文に規定されているので、計算方法は原則、日本全国一律です。
通常その計算方法は、ものすごく簡単にすると、
例えば、東京だけ
経費×税率＝納める税額 なんて別の計算をすることはありません。
（森林環境税等、別の税金をプラスアルファで課税するケースはあります。）
計算体系が一緒であるので、申告書の用紙は全国一律でいいはずです。ところが、これが都道府県ごと、市区町村ごとに異なっているのです。書いてある内容は同じなのに！！
まとめて発注すれば、それだけ単価が安くなるのに、独自の申告書用紙にこだわっているんですねぇ。市区町村それぞれのプライドか？
この問題は、申告書用紙のみにとどまらず、その他支払調書等、様々なところに及んでいます。
地方公共団体への税源移譲の問題と絡んで、簡単には解決しない問題ではあります。
この無駄も、電子申告がすすみ、紙で提出することが無くなれば、自然と解決するんですけど、それまで待つんだろうなぁ。
